A man who has to undergo a dangerous operation does not act on the assumption that one doctor is as good as another. Publishers do not print every work that comes into their hands. And when public servants are needed, even the most democratic governments (at least in theory) make a careful selection from among their theoretically equal subjects. In normal times, therefore, we are perfectly certain that Men are not equal. But when, in a democratic regime, we think or act politically, we are no less certain that Men are equal. Or, at least—which in practice amounts to the same thing—we proceed as if we were certain of the equality of Men."
